Victoria Lam

Chief Executive Officer

Victoria Lam has led Pacific Strategies & Assessments since 2018, guiding the firm’s expansion across due diligence, investigations, and advisory services for multinational clients in Asia-Pacific and beyond. She previously served as regional head of disputes and investigations at a global professional services firm, where she built cross-border teams covering Greater China and Southeast Asia.

Based at PSA’s Hong Kong headquarters, Ms. Lam oversees group strategy, key client relationships, and quality standards for sensitive engagements. She has advised boards and general counsel on regulatory exposure, third-party risk, and crisis response in markets including Indonesia, the Philippines, Vietnam, and India.

Ms. Lam holds an LL.M. from the University of Hong Kong and a B.A. from the University of British Columbia. She is fluent in English, Cantonese, and Mandarin.

Marcus Reid

Chief Operating Officer | Managing Director

Marcus Reid brings more than eighteen years of risk consulting and operational leadership experience in Asia. He manages PSA’s day-to-day delivery, resource planning, and client service standards across Hong Kong and Manila, ensuring boutique responsiveness at scale.

Prior to PSA, Mr. Reid was a managing director at a U.S.-listed consulting firm in Hong Kong, leading fraud investigations, asset tracing, and pre-transaction intelligence assignments. His casework has spanned unauthorized trademark schemes, insurance fraud probes, and multi-jurisdiction compliance reviews.

Mr. Reid served with the London Metropolitan Police Service for ten years before moving into corporate security and investigations roles in Hong Kong, including airport and critical-infrastructure protection programs. He holds a B.A. from the University of Greenwich.

Anita Koh

Director, Investigations & Crisis Response

Anita Koh is based in Hong Kong and directs PSA’s investigations practice across Greater China and Southeast Asia. Over twelve years she has managed corporate fraud, whistleblower, and internal misconduct matters for multinationals in manufacturing, financial services, and technology.

She specializes in interview strategy, evidence preservation, and coordination with external counsel and regulators. Anita has led crisis teams through data breaches, procurement kickback schemes, and executive misconduct cases requiring discreet cross-border fact-finding.

Before joining PSA, she worked in financial crime compliance at a regional bank and as an investigative journalist covering corporate governance in Asia. She holds an M.A. from the National University of Singapore and speaks English, Mandarin, and Malay.

Rafael Mendoza

Director, Due Diligence Operations

Rafael Mendoza leads PSA’s due diligence operations center in Manila, Philippines, supporting programmatic and bespoke reports for clients worldwide. Joining as an analyst in 2015, he progressed through team lead and deputy head roles before assuming operational leadership in 2022.

He manages analysts, team leaders, and editorial staff delivering third-party screening, enhanced diligence, and sanctions-related research. Rafael instituted quality checkpoints that shortened turnaround times while preserving source documentation standards for audit-ready files.

Earlier in his career he handled KYC and sanctions reviews at a multinational bank in Manila. He holds a B.Com. from the University of Santo Tomas and is fluent in English and Tagalog.

Dr. Yuki Tanaka

Director, Advisory & Political Risk

Dr. Yuki Tanaka advises multinational clients on political, regulatory, and relational risk in East and Southeast Asia. She designs market-entry assessments, board briefings, and compliance program enhancements aligned with FCPA, UK Bribery Act, and regional anti-corruption regimes.

Her advisory work integrates open-source intelligence, stakeholder mapping, and security-conscious site visits. She has supported energy, infrastructure, and healthcare clients evaluating partners and government interfaces in the Philippines, Thailand, and Malaysia.

Dr. Tanaka earned a Ph.D. in international relations from Waseda University and previously served as a policy analyst with a Tokyo-based think tank focused on Indo-Pacific trade and governance. She speaks Japanese, English, and conversational Mandarin.

Sofia Mercado

Associate Director, Southeast Asia Field Programs

Sofia Mercado coordinates PSA’s on-the-ground field network across Southeast Asia from Manila, scheduling interviews, site verifications, and discreet inquiries for due diligence and investigations teams in Hong Kong and client headquarters worldwide.

She has fifteen years of experience in regional risk research, including supply-chain traceability projects, NGO partnership vetting, and political exposure assessments for private equity portfolios entering emerging ASEAN markets.

Ms. Mercado holds an M.Sc. in development studies from the London School of Economics and a B.A. from Ateneo de Manila University. She speaks English, Tagalog, and Visayan.
